When I consider the issue of ghost workers, I usually end up concluding that it is a simple problem that can be resolved easily. But the problem is that corruption is so entrenched in the system to the extent that the people that are entrusted with the task of averting it are the same people that are responsible for aggravating it.

Haven't you seen on computers that there is American English, UK English, South African English etc. In Africa, there many "types" of English; the differences are, however, are not in terms of writing but in terms of accent. The poor quality of writing that you have seen is probably due to the poor English language skills in our midst. It just tells you the status of our education systems.

From a national point of view, it is a problem. Government invests a lot of money to train these experts with the expectation that they will help to improve health services in the country. Therefore their departure is a huge loss to the country not only in terms of the their services but also in terms of the public resources that were used to train them.

For the individual and his immediate relatives, it is a solution in the sense that he will make a lot of money in a short time while working abroad. He can manage to foot all the bills for his family and immediate relatives. He can also do some meaningful investments back home, a thing which he could only dream about while working in Malawi.
